Level does not enter for moving from one tier to the next one. You need to play a minimum number of ranked stroke game (this number varies with tiers) and have an average below some value (which varies also with tiers).
In your case, you have to have played 40 ranked stroke game (18 or 9 holes in tournaments, country club, or just you alone, it doesn't matter) and your average should be equal or smaller than 63. Then you will be promoted tour master.
