The smaller CCs are the low-hanging fruit. Unless it's a whole crop of really close-knit guys, there usually isn't much in the ability of keeping people in place unless they have a certain "in". They tend to be lower in level, which means fewer player perks. Also if you do find one created by a group of really good friends, when they open it to the public and randoms invite, more often than not they realize that they're the "odd man out", and can easily be swayed.
Contrast that with the ability to pull someone away from a large, busy, active club like TPC. Total apples and oranges.
Three things I have noticed:
1) There is one owner who sent me two invites to their CC after I was in The Peoples Club for over a year. Obviously I declined both of them but our Forum thread both times concerning the owner / poacher was very active as this owner had contacted many in TPC. This CC owner already had a top 20 CC with 250 members.
2) Another owner apparently wanted to build a CC and picked on The Peoples Club just a few months back. This owner was apparently lazy because as far as we could tell just got through all the members of TPC that were listed before the letter "C" LOL. This owner was an owner of a top 25 CC.
3) Another one that was interesting was the owner who wanted to raid small CCs to build a CC. This owner was specifically looking at members who were generating lots of CC XPs for their existing CC and lure just these members away. This CC owner never tried TPC but has a top 10 CC. When called on it this CC owner went to "subterfuge" by sending friend request and then posting on their wall a simple: "Please accept my friend request - I have a proposal for you." instead of the more blatant "Come join my CC we want people like you in ours and it appears your current CC does not care about you."
In my opinion each of these owners actions are totally unethical.
We have not heard from a WGT Moderator in this thread BUT in a different post in the Community Help Forum WGTAdmin2 replied to a person trying to be poached to save a screenshot and report it to WGT if it happened.
While I agree that there is nothing that binds a CC member to their current CC and they should be free to go wherever they want; I believe it is the member who should make the choice to leave or stay and then IF they decide to leave to research where they would like to go to.
An owner who dangles a Golden Putter as bait or sends out random invites simply is a CC that anyone in their right mind should ignore (and report to WGTAdmin2).
After all who wants to be in a CC with an unethical owner?
