  Are you sure you are not talking about a course builder at 400 cr, which is used to make custom CC tournaments?

  OP is in a level 13 club, with not very many active members.  Free course builders are a monthly benefit of level 19 clubs and higher.  They can also be won in Clashes.

  martym35:  why don’t you ask your owner if s/he wants to merge with a more active club?  We have lots of course builders to use!  As well as other activities.
