I ran across someone who was one level below me and had a higher scoring average. He was a Master and I am at Tour Pro. Can you explain how this can happen? Is there a time element involved?

he may have higher average or lower, depnding on when he joined master and what scores he has posted
I'm interested in how someone can be a level 18 hack with a 63.50 average.

I am curious. I ran across someone at level 31 and was a Tour Master. How would this ever be possible? When I quizzed him he said that he had been on WGT since the beginning. This still didn't seem right to me. Any ideas?
There were no levels prior to Sept 1st of last year. So it is possible to be a low level high tier player.
