This may sound radical but instead of levels determining what gear you can buy it should be tiers! I was made a Tour Master at level 60! The gear at that level is ok but I regularly play Masters who are at level 90+ with far better gear! I also play a lot of tour pros in the nineties with gear that I can only dream about!
Another thing that WGT need to address is players disconnecting from a game! They need to do away with that option! Hardly any player just forfeits anymore when they decide they have had enough. They disconnect instead! Which takes on average about three minutes!
