I never noticed this myself until Ellie brought it up . I had members from Hacks to Legends test it out and the results were the same .
If it is a bug that makes the games unfair then the club owners need to be notified right away of these kind of things .A mailing list for club owners must be easy to do !
If it is a program error ,then it needs to be fixed ! I myself would not mind the option of adding Tee settings in the advance settings . It would make it better for tier only tournaments .
