You should have to play a minimum of 10 to 20 rounds in a tier before you are eligible for a promotion to the next.
137 for the Hack cutoff is way too high. You should drop the cutoff to 100 at least and the Pro tier cutoff should be dropped to 79 or so.
I feel sorry for the new Amateur players, because they're the ones who are gonna suffer the most from the multiple account folks and such.
