When I became a T/L I entered a few T/L Rgt's but soon discovered I had to wait weeks and months for them to be filled. ( it was like some forms of Banking and Money exchanges that I've experienced over the years :-) I dont go in them now for that same reason.
The Uneven Lies 9 hole games fill and are completed a lot quicker than the 18 holers
Compare these below. All Open Tier and very fast turnover for those amongst us who like to play this format.

I personally dislike having to spend weeks checking to see if such and such RG's are complete, hence the lack of participation.
I'm not a technition so I don't have the answer for a fix, but I'm sure someone with greater intelligence could come up with a more "participation friendly" format.
