  Do the clubs / equipment get better as you move up in levels at some point? I have reached level 27 with no noticeable improvement at all.

  Yes..

  As you keep on advancing your levels, more clubs/balls etc become available for you to buy.

  Just remember not to upgrade too early as with better clubs your scores will improve and so will your tier ...

  New tiers really need more new clubs again ... and again, and again:)

  Do the same clubs become better?  No.  The same clubs will perform the same, whether the player is level 10 or level 50.

  Are you able, at higher levels, to attain better clubs?  Yes.
