Is there an explanation for a number of players to have Stats full of zeros yet they have a decent Level and above Pro?

Those players with stats full of zeros are not playing scored/ranked rounds. Stats do not show alt, match play and coin room play.

So, a player could be playing for years, in coin rooms only, accumulate the XP to rise in tier and levels, and yet have little to no stats at all.

That is why, IMO, playing coins rooms and showdowns, you cannot judge the competition based on their tier (Tour Pro, Master, etc...).

If I am not mistaken, it doesn't populate stats from stroke play, played in practice mode.  Or any format in practice mode.

While the exact criteria for progressing up in Tiers via Coin games is not exactly known, it is based on a players skills and NOT XP points. There are some very good coin room players who have progressed to Champ and T. Champ Tier very quickly via coin games while there are also some not so very good players who are extremely high level (100+) who are still sub Legend Tier players.
While the algorithms may not be known it is actually based on some evaluation of a players skill level. The better you play, the faster you will tier up and if you do not play well you won't regardless of how many XP points you have.
