  I recognized it almost immediately since when I was a much younger lad I used to take these things apart attempting to modify the sound.

  My guess that I am not to make is ,  Its a rear gear mekanizem on a 1963 Moris & Reinhart 10 speed bike that came in 2nd place at the tour de cambrelow , The rider was a day late and a prize short .
