Hello ichott, you need to get yourself an image editor that allows you to create objects, (maybe all image editors allow you to do this, I don't know). I use CorelDrawX7.

First I import a picture into CorelDraw, then I create another object (a rectangle) the same size as the picture and place it over the picture. Then I just cut holes in the rectangle to show parts of the picture underneath it. Then you just export those two objects as an image.
