My understanding of the grid is; blue=up, red=down, black=flat, so as far as the reading of the stick all readings begin at 1" (+ or -) intervals? From where my golfer is standing there is no rise to the cup?

If I am reading the question correctly.

May possibly be true, I have no idea.

That being said I would certainly not rely on it.

The green arrow is pointing up meaning that there is an elevation change between your ball and the cup.

The best option is to move the marker back and forward to find if there truly an elevation change.

I would hit  that putt for 10 feet.

The reading may be 0. In these cases, I always add power for an upslope. If not, the ball frequently stops shortly before the hole.
