While I wouldn't says it's "losing them money," I will agree that if the other player is in a loss-loss situation and quits, the game should automatically forfeit for him and reward you the victory.

It's a game for $, his/her $ so if he/she elects to leave, the 5 minute rule to wait, has to be honored.
I don't think it's a big deal and is performing as envisioned.

What I mean is that the match should end when the player in the lead sinks his putt for say par and the other player has missed his birdie and is up for his par putt. I has already lost the game and should not have to play the shot.
