Apparel Levels and Numbers

  I have not yet figured out what the apparel numbers and levels means. If I have a shirt that's 7/20, does that mean there are 20 versions of that shirt, and I can upgrade it 13 more times?

  Also, is an L2 always better than an L1, a L4 always better than an L3?

  The 7/20 means you have collected 7 of the 20 points required to upgrade to the next level.  Once you get 20 you can upgrade the item. As you level up you need to collect more points to level up. 
  There are 10 levels for each item and some will unlock different versions (color) as you level up. 
  Basically as you level up whatever that item affects also increases slightly. For example the Swing Edge hat increases Driver distance. As you level up L2 > L3 ... L10 it will make your driver distance increase too.
