  why can't the challenge courses be made available for full 18 hole play, I appreciate the work that goes into building these courses for WGT but on these some of the work has already been done

  That's right, some of the work has been done and some hasn't. The work that was done is for single shot CTTH games. The work that wasn't  done is the full 18 hole courses. And it will not be done ... we just have to play what we get.
