Probably not enough ranked rounds to progress to TL. I have seen a few low average legends, and that's what they told me.

Yeah theres a few who play a few ranked rounds with great scores but tend to play a lot of matchlay thereafter hence not hitting 500 then not tiering up.

They're not scamming, you need to play 500 ranked rounds as legend (excluding par 3's etc) they have played 245 in total.
The answer is simple: They play 16.67 ranked rounds a day.
I said it was simple. I didn't say it was easy.
It took me just short of six months to saturate, and I play a lot.
