How about an option to declare an unplayable lie and take a one stroke penalty with one of the 3 options specified in the USGA rules?  Aside from being a valid tactic after a poor shot, it would provide a work-around for technical glitches such as the reported inability to move the ball from mulch.

I whole heartedly aggree.  It feels like a two stroke penalty the way it is now.

If you hit it in the mulch use a punch shot to get it out

I agree...I hit into some rocks and have no way to move the ball, just keep hitting it until I reach ten. Especially when you can't even see the ball......never had to worry about it til I got on that new Canadian course.

if it would result in... oh lets say... NOT LOSIN A BALL?? i'm all for it.. actually i think it's a good idea regardless. gettin sent back to the tee or from where the shot was played esentially IS  a 2 stroke penalty. as far as mulch i treat it like any bunker shot... maybe the cleveland wedges make a difference lol.
