  That indicates your progress towards upgrades. Once you hit 2/2, you can pay coins to upgrade the stats for the apparel (and unlock color option at higher levels). 5/2 just means you have earned 5 R&D points and the next upgrade requires 2

  It means that you can upgrade that piece of apparel should you choose to do so.  Tap the item. Hit the upgrade ribbon. pay the coins. it's gets upgraded. 

  on that piece if you upgrade from 5/2 it will then change to 3/5. 

  the extra 3 points count towards the next level.
