No, it just lets you know how much of the ball's surface is covered by grass. In the fairway, you'll see 2-10% and that's basically nothing, so shot distance isn't affected.
The more buried the ball is, the harder it is to get the clubface squarely on it. You'll need to add more power to your shot and/or club up depending on how severe the buried lie is.
