The best advice I can give you is to become familiar with the Getting Started and FAQs information over there---> and check out the forums.
Take the time to learn how this game works, read the tips and view the tutorials. Take it slow, don't be in too big of a hurry to advance...keep in mind there is more than one way to do something and that comes with experience.
Moving up mean you will compete against more skilled players, who are (most likely) using better equipment...equipment they had to purchase. Many, who move up too quickly, become frustrated and there is no going back once that happens.
Play your best, play all the courses, and post all your scores and you will be in the tier that is best for you.
