  I understand this is probably about making money, but why is it that a "sandbagger" whch is supposed to be againt WGT policy, can be a high level with a very low tier and have the best clubs available? Make the elite gear for only Legend and above to force people to advance and make it more of a equal playing field.

  There are people playing WGT who do not play ranked rounds or play in 9 and 18 hole tournaments. They have advanced to high levels by playing a lot of AS or ctth games. The benefit is that they remain at a low tier but are able to purchase top equipment. There is no rule that a player must try to advance to higher tiers. When you play with someone and you are worried that they are "sandbagging" drop the game.
