Just thought I'd throw this out there.
If you adjust your power options to "best performance" it seems to give more juice to your CPU and drops the CPU activity down smoothing out the meter. I think by default it's set to "Let windows decide."
It may just be my laptop, but it sure seems to make huge difference.
